Water Quality Report

Connection Fee
  • $100 for gas and water
  • $50 for water only
  • $50 if moving in-town residence to in-town residence
  • non-refundable
Billing
A monthly bill will arrive around the 1st of each month and must be paid by the 15th to avoid penalty charges. The penalty on gas is 10% of charge and all remaining services have a 5% penalty. If the 15th falls on a Friday, holiday, or weekend, any payment received by 10:00 a.m. on the next business day will not be charged a penalty. Delinquent notices are mailed after the 15th and payment must be made by the date indicated on this notice to maintain utility services. Landlords will receive duplicate notices of delinquency.

For your convenience, 2 payment drop boxes are available. One is located outside the east entrance of City Hall and another is located on the west side of the alley behind City Hall.
Basic Monthly Charges
  • Water - $21.50 for the first 1500 gallons or less and .0073 per gallon for all over that amount.
  • Gas $ per thousand cubic feet (Price subject to change monthly.)
  • Wastewater - $22.49 for the first 5000 gallons of water consumed and .00112 per gallon thereafter.
  • Storm water utility $1.00
  • Refuse $10.75; Senior Refuse $8.75
  • Recycle $3.65
Refuse
  • Contracted exclusively with WCI. Pick-up is curbside every Friday. WCI begins early in the day, so it would be advantageous to put the trash out the night before.
  • Trash service includes one cart. Cart replacements are every Friday. Call City Hall at 835-2286 if you need your cart replaced.
  • NO YARD WASTE WILL BE PICKED UP.
  • Due to holidays, pick-up will occur on the following Saturday:

  • Optional Refuse Service:
  • Additional Cart rental: $0.60 per each additional cart.
Recycle
  • Contracted exclusively with Stutzman Refuse Disposal and is mandatory for all cities in Harvey County. Pick-up is every other Friday. Items that are mandatory are:

    GLASS
    ALUMINUM CANS
    PLASTICS 1 & 2
    Will also accept #3 through #7
  • Recycle services include one cart.

Burn Site
Located near the Wastewater Treatment Plant and is open from 9:00 A.M. - 1:00 P.M. with guidelines as follows:
  • January and February, burnsite is open 2nd & 4th Saturdays
  • March thru October, burnsite is open every Saturday
  • November and December, burnsite is open 2nd and 3rd Saturdays
  • TWIGS, BRUSH & YARD WASTE ONLY
  • Containers must be emptied.
  • Proof of residency is required.
Hydrant Flushing
There may be notice of hydrant flushing given in the local newspaper, City Hall Newsline, and utility billing, also on the Community board and Channel 7. During that time, the water will be rusty and not recommended for laundry purposes. Flush pipes by running cold water till water runs clear.
Hazardous Waste: (Household)
May be taken to Harvey County Collection Facility, 3205 SW 24th, Newton, KS. Open hours are 8:00 A.M. - 5:00 P.M. Monday thru Friday or call 1-316-283-5439 for an appointment. A complete listing of acceptable material is available from the city clerk's office.
Newsletter
A newsletter (City Hall Newsline) will be printed monthly and mailed to each utility customer and is available at www.halsteadks.com/newsline
Cats and Dogs
  • Yearly registration and vaccination is required for all animals older than 6 months of age.
  • The registration year shall be from May 1st through April 30th. The annual fee for each animal is $10.00. If neutered or spayed the fee is $4.00. A $5.00 penalty will be applied June 1st. New residents are allowed thirty days to tag their animals.
Voter Registration
Forms are available in this office. You need to re-register each time you move or change your name.
